Caste Certificate Verification Department, BARTI, Pune.

Under the Department of Social Justice and Special Assistance in the state, 36 District Caste Certificate Verification Committees are functioning. Caste certificates of persons belonging to Scheduled Castes, Denotified Tribes, Notified Tribes, Other Backward Classes and Special Backward Classes are verified through said verification committees. According to the government decision dated 29.08.2012 of Social Justice and Special Assistance Department, “Director General”Barti, Pune declared as (Chief Co-Ordinator, Caste Validity Scrutiny Committees) as Caste Certificate Verification Committee. Accordingly, co-ordinating with the committees, as well as providing manpower to the committee as required, providing resources, providing funds for office expenses and monitoring is done periodically.

Government As per Resolution dt. By 11 November, 2016

District caste certificate verification at each district level by classifying 15 committees functioning Committees have been implemented. A total of 36 committees are functioning in the state of Maharashtra.

In the year 1994 Ms. Madhuri Patil v. Additional Commissioner Tribal Development, Thane Hon. The Supreme Court gave a historic decision.

♦ According to the directions of the Supreme Court Maharashtra Scheduled Castes, Scheduled Tribe, Denotified Tribes, Notified Tribes, Other Backward Classes and Special Backward Classes (Regulation of Issue of Caste Certificate and its Verification) Act, 2000 (Maharashtra No. 23 of 2001) and the Rules, 2012 have been framed thereunder.

♦ The functioning of the District Caste Certificate Verification Committees is conducted as per the above Acts and Rules.

Important Provisions of the Rules

Rule -2 (1) (D) “Deemed Date” means the 10th August] 1950 that is the date of Presidential Order Scheduled Castes; and the 21st November 1961 for De-notified Tribes (Vimukta Jatis) and Nomadic Tribe; and the 13th October 1967 for Other Backward Classes and Special Backward Category.
Rule - (14) Any person desirous of availing the benefit of reservation or concessions can apply for validity certificate.
Rule - 17 (2) If the applicant does not withdraw any objection raised by the Verification Committee within a period of two weeks or an extended period not exceeding six weeks, the claim / application / complaint will be disposed of.
Rule - 17 (8) The vigilance cell will complete the inquiry within six weeks.
Rule - 18 (5) The Committee will take a decision on validity within 3 months or in exceptional circumstances a further 2 months (total of 5 months).

Government notification dt. As per 24.11.2017 on presentation of the validity certificate of the relatives of the blood relation from the father considering it as an important evidence to issue caste certificate or validity certificate in the amendment rule 2012 rule no. 5 (6) and 16 have been amended.
